USDA/NRCS is soliciting offers for a Carter Manufacturing Co. Inc. Forage, Biomass and Switchgrass Harvester or equal.  In order to be determined an equal item, the alternate item must meet or exceed the following specifications:
1. Self Propelled ride on with heavy duty flail cut and minimum 40HP engine.
2. 36" to 48" cut width with 2" to 10" above ground cut height.
3. Capable of cutting up to 6 ft tall forage.
4. On harvester weighing and collection hopper (80 cubic feet minimum) with hydraulically operated hopper door.
5. Electronic scale with motion filtering, printer, data module for down loading.
6. Minimum 3 year warranty.

Offerors proposing an alternate item shall clearly explain how their item meets all specifications.

All offers shall be FOB destination, Knox City, TX 79529.
