THIS IS A PRESOLICITATION NOTICE FOR AN UPCOMING REQUEST FOR PROPOSAL(RFP). THIS IS NOT A REQUEST FOR PROPOSALS. INTERESTED CONTRACTORS ARE RESPONSIBLE FOR MONITORING THE CONTRACTING OPPORTUNITY WEBSITE FOR THE SOLICITATION POSTING THAT PROVIDES ADDITIONAL INFORMATION AND INSTRUCTIONS. 

OVERVIEW OF REQUIREMENT

The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), in conjunction with Florida Department of Agriculture and Consumer Services (FDACS), is conducting a Preventive Release Program.  A Preventive Release Program is the release of sterilized male fruit flies throughout an area to be available to breed with any introduced female to prevent infestations of this pest.

USDA intends to award a firm fixed price Indefinite Delivery, Indefinite Quantity (IDIQ) contract for aircraft and crew services for the aerial release of sterilized fruit flies to support the Fruit Fly Preventive Release Program in these areas in the State of Florida and as needed to support additional fruit fly aerial release programs in Florida from proposals received in response to this request for proposals. 

The contractor shall provide four fixed wing twin engine airplanes as needed during the contract period, with qualified pilots and dispersers for aerial distribution of sterile fruit flies. Special purpose modifications will be required for installation of the refrigerated insect release machine and related equipment provided by the Government.
