SYNOPSIS OF PROPOSED CONTRACT ACTION
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), NOAA Fisheries, Northeast Fisheries Science Center (NEFSC) requires Fishery Observer Support Services in support of the Northeast Fisheries Observer Program (NEFOP).
The NEFSC requires a contractor to provide all qualified personnel, material, equipment, services, support and facilities (except as otherwise specified) to perform quality environmental, biological, and fisheries operations data collection, data analysis, and information dissemination for the NEFSC. Data quality is of the utmost importance.
Performance of contract requirements may occur in multiple locations on land and at sea. The primary Place of Performance is Woods Hole, MA.
The proposed contract action is set aside 100% for small business. The associated North American Industry Classification System (NAICS) code is 541690, and the small business size standard for this requirement is $19.0 million. It is highly encouraged that any small business meeting this size standard and desiring to be considered for award be registered in the System for Award Management (SAM) using this NAICS code. The proposed contract action is anticipated to be solicited as a single award, Indefinite Delivery, Indefinite Quantity (IDIQ) commercial services type contract with a five (5) year ordering period and Firm-Fixed-Price daily rates for Fishery Observer Support Services. The period of performance is anticipated to be 06/08/2025 – 06/07/2030. This notice is not a solicitation, a request for proposal (RFP), request for quote (RFQ), nor an invitation for bid (IFB). This notice does not guarantee that a solicitation for this proposed contract action will be issued and does not guarantee, implied or otherwise, that a contract will be awarded for the proposed contract action.
