Secure Web Fingerprint Transmission (SWFT) Services

The Air Force Test Center (AFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to Fieldprint, Inc. of Marlton, NH for nationwide Secure Web Fingerprint Transmission Services.  The NAICS Code is 561611 and the SBA Size Standards is $20,500,000. 

This is not a request for quotations.  Contractors who feel they can perform this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement.  In addition, the response should indicate the contractor's size status in respect to NAICS Code 561611 and indicate completion of Offeror Representations and Certifications -- Commercial Items provision FAR 52.212-3 which can be done electronically via SAM.GOV.  If the offeror does not have a copy of this provision, go to www.arnet.gov to get a copy or contact the contract specialist by email to receive a copy.   Any responses received without FAR 52.212-3 completed will be considered non-compliant.  Further, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. 

The anticipated award date is 1 August 2019.  Responses must be received no later than (NLT) 12:00 p.m., Pacific Standard Time, 8 July 2019.  Responses should be submitted to:  Directorate of Contracting, AFTC/PZI (Michele Cameron and Barbara Newkirk), 5 South Wolfe Avenue, Building 2800, Edwards AFB, CA 93524-1185.

This notice of intent is not a request for competitive proposals.  However, the Government will consider all responses received before the response time listed above.  A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.  Information received will only be considered solely for the purpose of determining whether to conduct a competitive procurement.
