NAMRU-6 use a Biofire FilmArray platform for on-site molecular testing of stools using the FilmArray GI panel on a subset of stools. This field-based use of this platform will not only provide rapid results, especially in the event of an outbreak, but will provide the opportunity to examine its field performance relative to established testing via the MagPix in the established laboratory at NAMRU-6. Continual evaluation of the performance and cost-benefit of these systems is important for developing lab-based strategies in support of medical and epidemiology efforts.
If capable sources are not identified through this notice, then NAMRU 6 intends to award a sole source contract under the authority of FAR 13.106-1(b)(i) to BioFire Defense, LLC.
To support the above study and testing plan, U.S. Naval Medical and Research Unit No. 6 (NAMRU-6) is in need of testing kits for respiratory and gastrointestinal disease that are compliant with the BioFire FilmArray platform for rapid, low-complexity, multiplex-PCR testing and results that can be used in our field laboratory. The FilmArray system is an all-in-one system that provides sample to result testing with minimal preparation time for the technician and is ideal for environments where rapid testing is required. The testing kits must specifically be the Respiratory Disease Panel (for 20 pathogens detected) and the Gastrointestinal (GI) Panel (for 22 pathogens detected) to detect a combination of bacteria/virus/parasites, must be stable at room-temperature and have at least 6 months before expiration when received.
This pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
