This is a notice of intent to award a sole-source contract and is not a request for competitive proposal.  However, if interested, Government shall consider all responses.  Naval Health Research Center (NHRC) intends to solicit a proposal and enter into a contract with BioFire Defense, Salt Lake City, UT.  The statutory authority for this sole source procurement is 10 U.S.C 2304(c)(1) per FAR 6.302-1(c).  Contract will be evaluated on Low Price Technically Acceptable (LPTA).  Please reference N63116-21-Q-0541 on all quotes.

Extended service warranties are being requested for four FilmArray V2.0 Diagnostic Machines at Naval Health Research Center (NHRC) in San Diego.  When a systems is not operating in accordance with product specifications, the systems will be shipped to vendor who will service the system.  The system will be restored to product specifications as determined by BioFire and returned to Naval Health Research Center.  As NHRC is a Government facility, no sales tax will be paid.  All quotes must include the Company Name, Full Address, CAGE Code and Point of Contact information including Name, Phone Number and E-Mail address.  Quotes must include any applicable shipping charges.  All invoices for this maintenance order will be submitted electronically through Procurement Integrated Enterprise Environment (PIEE) - Wide Area Work Flow (WAWF).

Description:

This Contract will be awarded for four extended service warranties for FilmArray V2.0 Diagnostic Machines.

Base Year: Period of Performance: 4 June 2021 to 3 June 2022

Option Year 1: Period of Performance: 4 June 2022 to 3 June 2022

Option Year 2: Period of Performance: 4 June 2023 to 3 June 2024

Option Year 3: Period of Performance: 4 June 2024 to 3 June 2025

Option Year 4: Period of Performance: 4 June 2025 to 3 June 2026

Contract will be for a base year plus four option years.  Contract will be written that includes funding for the Base Year and the dollar values but no funding for the four Option Years.  As the first Option Year approaches, both NHRC and the vendor will have the option to exercise or choose not to exercise the Option Year.  If both NHRC and the vendor agree, at the end of the Base Year, funding will be added to the first Option Year.  The same would be applicable to the second through fourth Option Years.  Quotes are required for the base and each option year.
