The Air Force Test Center (AFTC), Contracting Directorate, located at 205 West D Avenue, Suite 414, Eglin Air Force Base, FL, 32542, intends to enter into a follow-on sole source Cost Plus Fixed Fee (CPFF) type Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Northrop Grumman Corporation located at 5120 Innovation Drive, San Diego, CA 92128.  The contract is for sustainment support services and hardware/software enhancements and upgrades for Fifth Generation Datalinks Sustainment (FGDS) within the Datalinks Test Lab (DTL). The estimated award date is on or before 1 April 2020, and have a base period of performance through 30 September 2020, with four 1-year options. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements).  This notice of intent is not a request for competitive proposals, and a Request for Proposal (RFP) will not be issued.  The National American Industry Classification System (NAICS) code for this action is 541512, with a size standard of $30 million.  No contract will be awarded on the basis of offers received in response to this notice.  A determination not to compete this proposed contract based on this notice is within the discretion of the Government.
