The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to provide Contractor Instructional Services (CIS) on behalf of AIRPAC/AIRLANT/RESFOR.  The provide training for pilots and aircrew at the following sites:   NAS Jacksonville, FL, NS Mayport, FL, and NAS Whidbey Island, WA.  The following platforms are anticipated to be supported: MH-60R/S/H, P-3 and P-8A.  This effort will be awarded under FTSS V, Lot II and is limited for Lot II vendors.

The Contractor, in support of CIS, shall provide all instructor labor, and transportation necessary to conduct training on the systems and equipment using the PWS and will provide Contractor Instructional Services (CIS) in support of simulators, training devices, associated classrooms and/or other training methods to train users in the knowledge and skills to support the mission and the established learning objectives.  This service includes instruction, operation, and curriculum support requirements as required by the Government. The CIS consist of classroom, on-trainer, and on-board aircraft training in sensor-related skills, war-fighting skills, and secure systems information security critical to Fleet readiness, acquired on the basis of Hours of Instruction. DARTS/AAAT CIs provide a means for Acoustic Warfare (AW) and non-acoustic Electronic Warfare (EW) Operators to continually practice, refine and refresh their skills in a simulated operational environment.  Acoustic students will receive Acoustics I, II and Oceanography (Ocean-O) prior to graduating the FRS. Non-acoustic students will receive Basic EW, EWII, Inverse Synthetic Aperture Radar (ISAR), and Synthetic Aperture Radar (SAR) prior to graduating the FRS. Post FRS analysis training will be accomplished by DARTS classroom and device sessions, crew SIMS, missions and AW shop training utilizing the software aids provided.

The period of performance is 60 months, inclusive of two (2) months mobilization and one (1) 10-month base year with four (4) twelve (12) month options. Start of contractor performance (Mobilization) anticipated to be 01 July 2024. The government believes that there are no reasonable sub-contracting opportunities at any of the DARTS/AAAT sites.
