The USDA, ARS, National Animal Disease Center has a requirement for a contractor to provide a field deployable N2O Isotopic Analyzer for use in quantifying N2O emissions from soil and determining biological mechanisms underlying the production of the N2O. The details and minimum must-have specifications for this unit are listed below and attached to this posting. Any resulting award from this solicitation will be a fixed price contract. Responsible offerors must be able to provide the items within 30 days of date of award.
Minimum must-have requirements for the instrument:
• Must be field deployable and meet the following size and weight constraints (weight less than 50 lbs; size: less than 120" x 50" x 20"), and operable under the required field conditions (operating temperature 0-45 degrees C, operating humidity 0-100% RH) without cryogens or water cooling, and powered by 115 VAC.
• Must be able to quantify N2O, δ15N, δ15N, δ15N, δ18O in flowing gas stream and in discrete samples.
• Sample Analysis time must be < 5 minutes.
• Precision for N2O measurement must be < 0.2 ppb.
• Precision for δ15N, δ15N, δ15N: better than 1 ‰ (5 minutes).
• Lower limit for N2O must be < 0.3 ppm.
• Must have Multi-inlet manifold to allow sampling from 16 separate gas sources
• Must have manual inlet system to allow injection of single discrete samples.
• Data storage drive at least 32 GB
• Data logging system to allow interface and synchronization with other instruments
• Wireless interface.
• Quantity: 1.
Award to be made upon technical acceptability, best value and ability to deliver in 30 days from date of award.
Minimum must-have specifications are listed above. Quotes for brand name or verifiable equal to Los Gatos Research Isotopic N2O Analyzer will be accepted.
DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the descriptive literature (with pictures) describing their proposed product with enough detail to ascertain and verify that the product meets the minimum must-have specifications listed on the attached document.
DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award offerors shall provide 1) a Quote on company or formal letterhead detailing the item description, unit price per item and the total price, 2) company DUNS number for verification of current ACTIVE status in the System for Award Management purposes 3) any documentation necessary for verification that product satisfies the minimum must-have specifications attached.
REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered.
