The Internal Revenue Service (IRS) on behalf of the Bureau of Engraving and Printing (BEP) intends to award a contract to Economic Systems, Inc. (ESI), of Falls Church, VA under the authority of Federal Acquisition Regulation (FAR) Part 8, Required Sources of Supplies and Services; justification rationale FAR 8.405-6 (a) (1) (i) (B) "Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized." The purpose of this award is to acquire access, for a base year and four 1-year option periods, for Federal Human Resources (FHR) Navigator. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE It has been determined by that ESI is uniquely qualified to satisfy the Government's requirement, based on the reasoning outlined below: FHR Navigator (Economic Systems, Inc.) offers a proprietary HR package which BEP has standardized the architecture of its HR systems to accommodate. Proprietary features provided by FHR Navigator include the Federal Employee Retirement Correction Collection Act (FERCCA) calculator, a financial education package including financial planning calculators and tools, and full service retirement and benefits client support. FHR Navigator also utilizes critical case tracking and electronic signature capabilities. Based on market research conducted, there are no other vendors that offer a product that includes all of these necessary capabilities. Notwithstanding, any firm that believes it is capable of meeting BEP's requirement, as stated herein, may submit their corporate capabilities, which, if received in the response date of this announcement, may be considered. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
