AMENDMENT 0001 Q&A

Q1.  Does the ship require a media filter for each system to remove large particles?  The bid references only "a prefiltration component". 1.18 Standard is a 20 micron and 5 micron cartridge filter.  Will just the cartridge prefilters meet the specification? If there is space for the media filters, we encourage them to be used.  Should we include the media filters in our bid. 

A1. The installation will reuse piping already in place for the evaporators. Each system needs to be fully independent as they will be installed in separate hulls of a SWATH vessel.

Include media filters if available in the bid as a separately priced item along with dimensions/space requirements. 

Q2. Regarding 1.1.9.2 "alarming for water quality issues":  Does this refer to a visual alarm and auto shut down for faults or does this mean an audible alarm is also required?

A2. A visual alarm and shut down faults is sufficient. Ideally the fault could be fed to a wonderware based automation and monitoring system, but this may be priced as a separate item.

Combined Synopsis/Solicitation

The National Oceanic and Atmospheric Administration, NOAA Ship Ferdinand Hassler currently has two Aquamar desalinator units (model AQ-2/3) that are used to make potable water on the ship.  The evaporators units run off waste heat generated by the ship service generators.  Operationally the ship only requires one generator to be online at a time.  That limits water production to only one evaporator.  The generators typically do no produce enough heat to efficiently produce water and meet the needs of the crew.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Solicitation number NMAN2145-20-01403 is issued as a request for quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06.c.

The North American Industry Classification Code (NAICS) for this acquisition is 333249, Other Industrial Machinery Manufacturing ; the small business size standard is 500 Employees.

A.2. Scope of Work

    1. Provide two (2) each reverse osmosis style fresh water makers units for the production for potable water onboard the NOAA Ship Hassler with the following salient characteristics.
      1. Production: 1200 Gallons Per Day
      2. Output quality: <500 PPM Total Dissolved Solids
      3. 480V / 60 Hz / 3-phase power
      4. NEMA 4 or better electrical enclosures (NEMA 4x preferable)
      5. Discharge head pressure >30’
      6. Input seawater temperature range: 32-100ï‚°F
      7. Input salinity: up to 38,000 PPM (seawater Gulf or Mexico, Eastern Seaboard of the US and the Caribbean Islands)
      8. Must include a pre-filtration component.
      9. Must have a centralized control console providing:
        1. Reverse Osmosis system and controls and monitoring.
        2. Alarming for water quality issues.
        3. Ancillary component control
        4. PLC based operation
      10. Must meet drinking water standards related to reverse osmosis production set by US Code of Federal Regulations, NAVEMD P-5010 CH 1 and 6 and the Vessel Sanitation Program 2018 created by the CDC.
    2. Provide a set of recommended spare parts for up to 10,000 service hours and a complete set of service manuals.

5. Address the ability of meeting the requirements per the Specifications with a detail material specification or data sheet, pictures of the item, and authorized OEM letter to sale or distribute their products.

6. Authorized distributor only for this procurement. 3rd party sales will not be accepted. Documents showing authorization to sale a product shall be provided with the quote.

All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 2200 (10:00 P.M.) Eastern on July 2, 2020; any award resulting from this RFQ will be made based on the Technical specifications, availability and price. Technical Specification is more important than price as this product must meet the agencies needs in marking tools, parts and other material which may take on a unique shape.

(d)  Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

The NOAA Acquisition and Grants Office (AGO) Ombudsman is available to organizations to promote responsible and meaningful exchanges of information. Generally, the purpose of these exchanges will be to:

  1. Allow contractors to better prepare for and propose on business opportunities.
  2. Advise as to technologies and solutions within the marketplace that the Government may not be aware of, or is not fully benefiting from.
  3. Identify constraints in transparency and process.

  1. The AGO Ombudsman will objectively, reasonably, and responsibly collaborate with parties and recommend fair, impartial, and constructive solutions to the matters presented to him/her. Further, the AGO Ombudsman will maintain the reasonable and responsible confidentiality of the source of a concern, when such a request has been formally made by an authorized officer of an organization seeking to do business with, or already doing business with NOAA.

  1. Before consulting with the AGO Ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations with the respective contracting officer for resolution. However, direct access to the AGO Ombudsman may be sought when an interested party questions the objectivity or equity of a contracting officer’s decision, or when there is a bona fide reason to believe that reasonable, responsible, and objective consideration will not be received from an assigned contracting officer.

  1. There are several constraints to the scope of the AGO Ombudsman’s authority, for instance:

  1.
