The Contracting Office at Naval Hospital Bremerton, Bremerton WA intends to issue a sole source award to WA State Department of Transportation, 2901 3rd Ave, Seattle, WA 98121-1012 pursuant to IAW FAR Subpart 13.106-1(b)(1)(i) - Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for the purchase of Ferry Transportation for passenger only, vehicle + driver and a one time account fee for travel to and from Bremerton/Seattle, Kingston/Edmonds and Port Townsend/Keystone for the period of 01OCT2017-30SEP2018.
The NAICS Code is 483212 with a size standard of 500 and is not a small business set aside. This acquisition is being conducted under FAR Part 13, Simplified Acquisitions Procedures, therefore the requirements of FAR Part 6, Competitive Requirements are not applicable and the resultant purchase order will include all applicable provisions and clauses.
This notice is NOT a request for quotes or a solicitation of offers; however, all responsible vendors may submit by email a capability statement by 15SEP2017. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received by 15SEP2017 to determine whether a qualified source is more advantageous to the Government, an order will be placed with WA State Department of Transportation prior to 30SEP2017.
