This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR 13) will be used for requirement.
Solicitation FA6648-23-Q-0021 is issued as a request for quotation (RFQ).
Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit, in writing, a complete quote including delivery FOB Destination Homestead ARB, FL 33039.
Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation. Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-01 was published in the Federal Register , December 1, 2022.
THIS REQUIREMENT WILL BE: 100% TOTAL SMALL BUSINESS SET-ASIDE.
This procurement is being issued with full and open competition under NAICS code : 532490 – Other Commercial and Industrial Machinery and Equipment Rental and Leasing) and small business size standard of $40,000,000.
The contractor will provide the following services:
All equipment must be setup NLT 1800 on Thursday, 30 March 2023 and be removed NET 1630 on Sunday, 2 April 2023 and NLT 1600 Monday, 3 April 2023.
No spiking into the ground will be allowed. Weights must be water barrels or cement weight supplied by vendor. If water barrels are used, government will provide water for the barrels only. Program Manager contact information will be provided after award. After award the Program Manager will provide information regarding the positioning of the fencing. Please specify color of the fencing.

Offerors shall submit their firm fixed-price quote using this file filled out by 4 pm EST 7 Mar 2023.

ADDENDUM TO FAR 52.212-1 Instructions to Offerors Commercial Items
Offerors shall prepare their quotations IAW FAR 52.212-1, in addition the following information shall be included:

ADDENDUM to 52.212-2, Evaluation – Commercial Items.
The Government will award a firm fixed priced contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
(i) Technical capability of the item offered to meet the Government requirement. Your quote package, MUST include spec sheets/information brochures for the services quoted in your package. Information should clearly show and demonstrate your company’s ability to meet the stated requirement. Failure to provide enough information, will result in a determination of quote being unresponsive to the solicitation.
(ii) Price. See section to be filled out in the RFQ FA6648-23-Q-0021 Combo file
This requirement will be awarded to the Lowest Price Technically Acceptable Offeror. In order to be found technically acceptable the quote must demonstrate the contractor’s ability to meet the requirements of the RFQ. In addition, the Program Manager will evaluate quotes to determine technical acceptability. It is a pass/fail basis. If a quote fails, it will be determined to be not technically acceptable. Quotes will be looked at from the lowest price. All offers will be evaluated on their proposed Total Price. If the initial lowest price is found to be technically acceptable, award will be made to that vendor. Only one award will be made under this solicitation.

When addressing questions concerning any aspect of the solicitation, state the page number, section, and paragraph that requires clarification. The Contracting Officer will provide clarification(s) through amendment(s) to the solicitation following receipt of any questions. Any questions received after 6 Mar 2023 4 PM EST may not be answered.
