The subject acquisition is for one NSN: 5985-01-074-6684 FEEDCONE ASSEMBLY.  The FSC for this item is 5985.  An indefinite quantity contract with three base years and two option years is anticipated.  The total duration, base period plus option years shall not exceed 5 years.  Items will be FOB Origin and are part of the First Destination and Transportation and Packaging Initiative (FDTPI).  This item is a DLA Direct item.  Increments and delivery will be notated on the RFP.

Unrestricted.

The item is a 1 G drawing.  Inspection and Acceptance is at Destination.  Solicitation will be made available on the Internet at https://www.dibbs.bsm.dla.mil after the solicitation date of March 28, 2015. 

Based on market research the Government will be using policies of FAR Part 15 Contracting by Negotiation in the solicitation of the described supplies.

The drawing for the item will be available in the cFolders.  Offerors will be able to download the required information.

While price may be a significant factor in the evaluation of the offers, the final decision will be based on the combination of price, delivery past performance and any other factors listed in the solicitation.  All offers shall be in the English Language and in US Dollars.  All interested suppliers may submit an offer.

The contracting officer MAY utilize online Reverse Auctioning as a means of conducting price discussions under the solicitation. During the course of the online auction offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the online auction. This public disclosure is anonymous, meaning that each offerors' identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and the final proposal revisions are again requested in accordance with FAR 15.307.
