This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6 and subpart 13.5 under Simplified Acquisition procedures as a supplemental with additional information included in this notice. This announcement is being issued under a Request for Quotation (RFQ) NIH-OLAO-20140311. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-44. This acquisition will be processed under Simplified Acquisition procedures to provide installation and configuration of the federated search engine.. This is a 12 months base with four (12) months option years. The associated North American Industry Classification System (NAICS) code is 541511,. The National Institutes of Health, Office of Directors, Office of Human Resources, (OHR) is seeking a contractor fully support a comprehensive and monitor the technical, management, and administrative support activities for planning and executing federated searching on the Jobs@NIH website. Provide to the NIH monthly reports See attached: Statement of Work / Terms and Conditions Evaluation Criteria: The evaluation will be based on technical factors and cost proposal. The technical factor is paramount consideration however, cost is important to the overall award decision. The factors will include: 20% Key Personnel qualifications and experience in administering similar programs 20% Past Performance in administering this program 40% Technical and Management Approach to implementation of tasks and deliverables stated 20% and Cost/Price will be determine as Fair and Reasonable Market value to the government.
