The Centers for Disease Control and Prevention (CDC) 1600 Clifton Road NE, Atlanta Georgia, intends to award a sole source, firm fixed price contract to TLSchulze PhD. Inc for obtaining support to assess the feasibility of establishing publicly funded local tick/tick-borne disease management programs and conducting community-based tick control in New Jersey, a high incidence state for Lyme disease.  The outcome of the work will be of direct relevance for stakeholders engaging in tick control activities.

 This contract will identify local entities in New Jersey (minimally including local mosquito control agencies and county/local health departments) suitable to assume the responsibility for a publicly funded local tick/tick-borne disease management program.

Develop a survey instrument to cover the topics outlined in Section 3 (A.1 to A.8).

Work with the CDC/National Center for Emerging and Zoonotics Infectious Diseases/Division for Vector Borne Diseases technical point of contact to secure OMB approval for the survey.

Provide the survey in an online format to the relevant local entities and summarize the survey responses.

Generate cost range estimates for single tick control methods, as outlined in Section 3 (B.1 and B.2).

Select a “model community” and use Geographical Informational System (GIS) to calculate the amount of tick habitat present within residential properties and outside of residential properties for the “model community” area.

Generate cost range estimates for integrated tick control strategies in the “model community”, as outlined in Section 3 (C).

Provide monthly updates via e-mail to the CDC/NCEZID/DVBD technical point of contact to ensure that the research stays on track.

At the conclusion of the field work, provide the generated raw data and a final report to the CDC/NCEZID/DVBD technical point of contact.  Data analysis and manuscript preparation will be done jointly by the vendor and Scientists at CDC/NCEZID/DVBD. 

TLSchulze PhD. Inc is the only service available.  This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). The North American Industry Classification System code for this procurement is 541690 –“ Other Scientific Technical Consulting Services” Interested persons may identify their interest and capability to respond to the requirement or submit proposals.  

This notice of intent is not a request for competitive proposals; however, all responses received within fifteen (15) days of the issuance of this notice will be considered by the government.  A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any quotation/response should be emailed to contract specialist Dione Shelton at [email protected] by 3:00PM, July 17, 2021.
