The Federal Highway Administration (FHWA) anticipates awarding a sole source purchase order in response to Cleveland State University’s unsolicited proposal to determine the feasibility of using steel slag as an aggregate for sustainable concrete pavement. Cleveland State University proposes to determine and recommend ways to overcome barriers to using steel slag as an aggregate for sustainable concrete pavement. Offerors who feel that they have a good business case to challenge the Government's position are invited to submit, in writing, an affirmative response to this announcement. The written notification (including a telephone number and e-mail address for the point of contact) is due fifteen (15) days from the date of this notice. This is not a solicitation. An affirmative response shall include all information necessary to be evaluated by the C.O. to determine if a competitive opportunity exists. Telephone replies will not be honored. This notice may represent the Government's only official notice of this procurement. This is a Simplified Acquisition and the anticipated award date is April 26, 2010.
