The National Institute of Health, Clinical Center (CC) intends to award a Blanket Purchase Agreement to Virginia Blood Services, Richmond, VA, 23294-3719 on a sole source basis to procure blood products for the Department of Transfusion Medicine, specifically for patients who will continue to receive multiple transfusions of red blood cells (RBCs) resulting in transfusions which are more specialized and require increasingly rare antigen types.
Virginia Blood Services (VBS) is the only known provider of blood products that is capable of providing the requested products Monday through Saturday with shipments arriving in the Transfusion Services Laboratory (TSL) from at least, but not limited to, 6AM through 12 midnight for the NIH patient care. This source also provides routine (requested one day with delivery the next day) delivery of available blood products. VBS is also able to provide the turnaround time of 6 - 8 hours from time of request to delivery to TSL.
Without VBS as the source for these rare RBCs, the Transfusion Services Laboratory (TSL) would not be able to provide transfusion support for NIH Clinical Center patients under specific protocols, especially the case for patients receiving transplants. The lack of these products could jeopardize patient care and prove fatal. VBS provides FDA licensed, ISBT compliant blood components that meet the specific needs of these patients and within a short turnaround time.
This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Interested concerns capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
