The Food and Drug Administration (FDA) intends to enter into a Contract with Elsevier North American Division for subscription services for enterprise wide online web access to selected reference modules, ebooks, and journals with unlimited searching based on IP authentication. Award shall be made in accordance with FAR Parts 12 and 13.601b. The proposed award is for services under NAICS 424920 Book, Periodical, and Newspaper Merchant Wholesalers. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice is issued for information purposes and not a request for competitive proposals. A determination by the Government not to compete the proposed action based on responses from this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
