The Pension Benefit Guaranty Corporation (PBGC) intends to solicit and issue
an award on sole source basis under the statutory authority permitting other
than full and open competition of these services of 41 U.S.C. 253 (c) (1) as
implemented by FAR 6.302-1 (a) "Only One responsible Source and no other
Supplies or Services will satisfy agency requirements" utilizing the Simplified
Acquisition method as described in FAR Part 13.106 with the AT&T
Corporation for the purchase of local telephone services for the PBGC Miami
Field Benefit Administration (FBA) office in support of PBGC's ongoing
operations and mission.

PBGC is requesting to continue the telephone services for a period of one
year from October 1, 2013 through September 30, 2014. This award will include a base plus four option years. The service will consist of local dial tone and ISDN services that allow phone calls through the PBGC Private Branch Exchanges (PBX).

This is not a request for competitive proposals; however, an interested party
that can fully meet the Government's requirement may email a written
capability statement with sufficient experience/qualifications for these required
services, which shall not exceed three (3) pages in length via email to0
[email protected] no later than 10:00 AM EST on September 13, 2013.
Responses received will be evaluated; however, a determination by the
Government not to compete the proposed procurement based upon
responses to this notice is solely within the discretion of the Government. This
is not a solicitation, but a Notice of Intent. No solicitation will be issued.
The Pension Benefit Guaranty Corporation will not reimburse for any costs
connected with providing the capability information. Oral communications are
not acceptable in response to this notice.
