The Pension Benefit Guaranty Corporation's Chief of Office, intends to solicit and award on a sole source basis, under the authority of FAR 14.105, FAR 6.302-1,"Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" utilizing the Simplified Acquisition method as described in FAR Part 13.106 with Qwest Corporation, Seattle, WA for the purchase of local telephone services for Field Benefit Administration, Cedar Falls, IA. The period of performance is October 1, 2010 through September 30, 2011 subject to FAR Part 32.703-2.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within two calendar days after publication of this synopsis.

All interested firms must respond to this notice of intent by Wednesday, September 15, 2010, 2:00 PM EST to Patricia Page, Contracting Officer via email at [email protected] . Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Pension Benefit Guaranty Corporation will not reimburse for any costs connected with providing the capability information. Oral communications are not acceptable in response to this notice.
