NOTICE OF INTENT TO AWARD SOLE SOURCE: Pursuant to FAR Subpart 13.106-1(b)(1), the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), North East Fisheries Science Center (NEFSC), Protective Species Branch (PSB) located at Woods Hole, Massachusetts intends to negotiate on a sole source basis with Dalhousie University Marine Lipids laboratory, Halifax, Nova Scotia, Canada B3H 4R2, under Simplified Acquisition Procedures in accordance with FAR Part 13, and Other Than Full and Open Competition as authorized by FAR 6.303. The anticipated award date is 18 July 2019. The North American Industry Classification Code (NAICS) for this acquisition is 541380 with a business size standard of $15M.


NEFSC Woods Hole MA as part of multiple scientific programs relies on extraction, identification and quantification of fatty acid signatures belonging to predator and prey species unique to the US/Canada Northwest Atlantic (NWA) large marine ecosystem. The data will be used to inform ecological studies needed to support sustainable protected species and fisheries management.

This notice is not a request for quote/proposal and no solicitation will be issued. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than 17 July 2019 at 11:00AM (EST). The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services.

A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No solicitation package is available.
