NOTICE OF INTENT TO AWARD SOLE SOURCE: Pursuant to FAR Subpart 13.106-1(b)(1), the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), North East Fisheries Science Center (NEFSC), Biotechnical located Milford Connecticut intends to negotiate on a sole source basis with Prairie Ocean Technologies, Keewatin, ON, Canada POX 1C0, under Simplified Acquisition Procedures in accordance with FAR Part 13, and Other Than Full and Open Competition as authorized by FAR 6.303 for Fluorometer (Fast Ocean). The anticipated award date is  17 September 2019. The North American Industry Classification Code (NAICS) for this acquisition is 334516 with a business size standard of 1,000 employees.


NEFSC Woods Hole MA as part of multiple scientific programs relies on intricate scientific data of measurements of variable fluorescence of cultured algae species under controlled environments. With the main objective to correct the chlorophyll a algorithm from in vivo fluorescence sensors to the actual chlorophyll concentration which is related to the food availability for aquaculture bivalve species.

This notice is not a request for quote/proposal and no solicitation will be issued. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than 16 September 2019 at 11:00AM (EST). The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services.

A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government. No solicitation package is available.
