The Bureau of Reclamation intends to solicit and negotiate on a sole source basis with River Bottom Farms, 67628 River Road, Cibola, Arizona 85328-970 farming services at the restoration sites at Cibola National Wildlife Refuge (CNWR), located in the floodplain of the lower Colorado River, just south of Cibola, Arizona and at the Cibola Valley Conservation Area (CVCA), located 4 miles north of CNWR through June 2011. Mr. Ron Swan of River Bottom Farms has an agricultural agreement with the CNWR and he is the only cooperative farmer authorized by the CNWR to work on the land through June 2011. Therefore, Reclamation has identified River Bottom Farms as the sole source capable of providing the farming services required by Reclamation for the CNWR and CVCA. A Justification for Other than Full and Open Competition was prepared and approved in support of this sole source acquisition. This is a Notice of Intent only and not a request for a Proposal or an announcement of a solicitation. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The Government will not pay for any materials furnished in response to this synopsis. Submittals furnished will not be returned to the sender. All responses received on or before November 16, 2009will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
