The Bureau of Reclamation, Lower Colorado Region, (LCR), Boulder City, Nevada, intends to solicit and negotiate on a sole source basis, a firm-fixed price acquisition with Riverbottom Farms, to acquire farming and irrigation services at the Cibola National Wildlife Refuge (CNWR) restoration site, located in the floodplain of the lower Colorado River, just south of Cibola, Arizona. Riverbottom Farms has an agricultural agreement with the CNWR and is the only cooperative farmer authorized by the CNWR to work on the land. Therefore, Reclamation has identified Riverbottom Farms as the sole source capable of providing the farming and irrigation services required by Reclamation for the CNWR. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. This is a Notice of Intent only and not a request for competitive proposals or an announcement of a solicitation.
The North American Industry Classification System Code (NAIC) identified for this action is 115112 - Soil Preparation, Planting and Cultivating. The Small Business Size Standard is $7M.
The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals.
All responsible sources are welcome to submit a capability statement, supporting their experience past performance and pricing. Responses should include the firm's business size (e.g. small business, women-owned business, veteran-owned business, large business, etc.). The Government will not pay for any materials furnished in response to this synopsis. Submittals furnished will not be returned to the sender. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
