The capability requirement that makes it a sole source is this equipment is compatible with the Fairfield Nodal system that NIOSH and collaborative entities already have; the new equipment must be compatible with the current equipment. It is essential that the same system is purchased to maintain data uniformity and processing compatibility. The original manufacturer of the equipment, Fairfield Industries, Inc dba Fairfield Nodal, is the only source that has the equipment to meet the needs of the government. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received from the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

If no affirmative responses are received on or before the date stated, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Fairfield Industries, Inc., 1111 Gillingham Lane, Sugar Land, TX 77478, as the only source and a purchase order will be issued without any additional notices being posted.
The solicitation number for this requirement is 2016-Q-65598 and is hereby issued as a Request for Quotation (RFQ) using FAR Subpart 13.1 - Simplified Acquisition Procedures and FAR subpart 13.5 - Test Program for Certain Commercial Items.
