FinCen has a need for the Factiva/DJX services for 6 DJX limited seats to research media articles, determine press covereage, and obtain background informaiton fro speeches or presentions relevant to Fincen's mission . This subscription is proporietary to Dow Jones & CO. Factiva offers a unique collection of the world's top media outlets, web media, trade and consumer publication that Thomson Reuter, and other competitors do not offer.

Fincen uses these products in unique ways and must produce standard and comprehensive consistent results from year to year.

Bureau of the Fiscal Service will consider all affirmative responses received no later than August 5, 2015 at 12:00 PM ET. Affirmative responses shall be accompanied by sufficient documentation to clearly show how it would be advantageous to the Government to switch providers for this requirement. A request for information will not be considered an affirmative response. Responses to this request can be emailed to [email protected] - Attention: H.S./ S.B. If no affirmative response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole source award to the Microsoft Corporation.

A determination by the Government not to compete this proposed contract based upon responses to this notice is soley within the discretion of the Government.
