The Bureau of the Public Debt (BPD) on behalf of the Financial Crimes Enforcement Network (FinCEN) intends to award a Sole-Source procurement with Factiva, Inc for Factiva Subscription renewal fees. Factiva is a proprietary product. The Government intends to make this award for a period of a Base and one option year. FinCEN requires the software to meet their requirements for public affairs related research and acts a source for validating analytical research along with other commercial sources. Factiva uniquely satisfies requirements in two areas-Politically Exposed Persons and Media Articles.

A sole source to Factiva, Inc. is intended for this order. Factiva is proprietary software developed by Factiva, who exclusively support the application. This application is already developed and in use by FinCEN. This is a renewal of annual subscription. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than five days after publications of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received, that clearly demonstrates the ability to meet all the requirements, and that is more advantageous to the Government, we intend to make a sole-source award to Factiva, Inc..
