The Financial Crimes Enforcement Network (FinCEN) intends to award a sole-source procurement with Factiva, Inc. (Dow Jones) for Factivea and Watchlist Subscription renewal fees. The Government intends to award a one year contract with no option periods. FinCEN requires the software to meet their requirements for public affairs related research and acts as a source for validating analytical research along with other commercial sources. Factiva and Watchlist uniquely satisfy requirements in two areas: Politicially Exposed Persons and Media Articles.
A sole source is intended for this order. Factiva is proprietary software developed by Factiva who exclusively support the application. This application is already developed and in use by FinCEN. This is a renewal of an annual subscription. No solicitation document is available.
FinCEN will consider all affirmative responses received no later than September 3, 2012 at 3:30PM ET. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirements at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written responses are received that clearly demonstrate the ability to meet all the requirements, and that are more advantageous to the Government, we intend to make a sole-source award to Factive.
