The Overseas Private Investment Corporation (OPIC), Office of Acquisition intends to award a firm-fixed price purchase order to Factiva, Inc. a Dow Jones Company located at 1211 Avenue of the Americas, New York, NY 10036 on a sole sources basis for continued access to the collection of Dow Jones publications. Because this procurement is below the Simplified Acquisition Threshold, OPIC intends to solicit and negotiate only with Factiva under authority of FAR 13.106-1(b). The Justification for Other Than Full and Open Competition has been justified, certified and approved for Factiva. The period of performance will be for three years inclusive of a base and two one year options. The NAICS Code is 519130 with a small business size standard of 1,000 employees.

This is not a request for competitive quotes and no solicitation is available. All Interested parties may identify their interest and capabilities to respond to the requirement. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for a competitive proposal.
