Description:

This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2047682-R1 and the solicitation is issued as a Request for Quotes (RFQ).

This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-01 October 01, 2020.

The North American Industry Classification System (NAICS) code for this procurement is 811219, Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $22 million. The requirement is being competed full and open competition, un-restricted and without a small business set-aside.

The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for:

The National Institute of Allergy and Infectious Diseases (NIAID), Laboratory of Immunogenetics (LIG) in Rockville, MD is seeking  to purchase an annual maintenance contract for their FACSAria Fusion SORP with 4 lasers:

405-100 LX Violet Laser

637-140 LX Red Laser

488-100 LS Blue Laser

561/50 Yellow Green Laser

Coverage will include the BD Bioscience FACSAria Fusion Special Order System and one BD Bioscience FACStation

(excluding printers) for labor, travel, expenses and parts (excluding lasers and consumable items) for the following:

- Two (2) Preventive Maintenance Inspections to be performed during a twelve-month period including two (2) PM kits.

- OEM Software Revisions released during the Agreement term.

- Unlimited service visits, Monday-Friday, excluding holidays.

- Unlimited telephone support for instruments, reagents and applications will be provided at no additional charge.

- Every reasonable effort will be made to respond within 48-hours to a request for emergency on-site service (Monday through

  Friday, excluding holidays.)

-This agreement will be invoiced quarterly in arrears

-All replacement parts shall be replaced by OEM parts (NO EXCEPTIONS)

- All work performed shall be warranted against defects and workmanship during the performance period.

-All work will be performed by the manufacturer’s certified technicians; BD Biosciences (NO EXCEPTIONS)

Award will be based on the capability of the item offered to meet the stated salient characteristics, the best value to the government, delivery, warranty, past performance, and price.

The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein.  The award will be based on the following; technical capability to meet the requirements and price.

This is an open-market combined synopsis/solicitation for a FACSAria Fusion SORP Annual Maintenance Agreement, POP 12/20/2020 to 12/19/2021, to be billed quarterly in arrears.  The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.
