The National Institute of Health, Clinical Center (CC) intends to award a Fixed Price purchase order to Becton, Dickinson & Company, San Jose, CA 95131-1812 on a sole source basis to procure the upgraded FACS Cantos II 4-2-2 with FACS Canto Win 7 Z220 Workstation Bundle for the purposes of a higher level of cell separation and identification located at the National Institutes of Health's Clinical Center, Critical Care Medicine Department.

Becton, Dickinson & Company (BD) is the manufacturer and distributor of the proprietary laser, parts and software associated with brand name equipment. The FACS upgrade from BD is the only viable option for upgrading the flow cytometer as BD modifies the CPU to work as an instrument control interface and no other company can do so. The current FACS Cantos II 4-2 cell sorter is already housed at the Critical Care Medicine Department but it will not be able to conduct the required experiments unless upgraded with the new software and parts.

This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12 in conjunction with the policies and procedures for the competition requirements in FAR Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
