This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Request for Quotation number is H92242-12-T-0518.    This solicitation documents incorporates provisions and clauses that are in effect through FAC 2005-58, dated  18 Apr 2012 and DFARS Change Notice 20110518.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued :  The Naval Special Warfare Group Four, Naval Amphibious Base, Little Creek, ­Virginia Beach, VA 23459-8838 intends to award a Sole Source Firm Fixed Price contract to Ball Aerospace & Technologies Corp. (Technical Solutions), 9675 W. 108^th Circle, Westminster, CO 80021. The requirement is to fabricate and install the following items On board the NSW4's Sea lion craft:

Item 0002 Installation Service 1 Job

Performance shall be in accordance with the attached Statement of Work.

The period of performance shall be from issuance of the award through a nine months period.

All questions shall be sent to the Contract Specialist, LaVern Whitfield, at (757) 763-4430 or email [email protected].  Not later than 2:00pm 05/25/2012.  Information furnished shall include enough detailed documentation to allow the government to perform a proper evaluation.  A determination by the government not to compete this proposed requirement will be  based upon responses to this notice and is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  The Satcom Antennas Seats must be installed on-board the NSW4's Sea Lion Vessel and shall also be in compliance with all specifications of the vessel.  This notice is not a request for competitive proposals.  A solicitation will NOT be issued.  Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government in future procurements.

                           STATEMENT OF WORK

1.0       Project Overview:

•1.1     Provide service and installation of custom UHF SATCOM antenna P/N 305583-500.    

2.0       Detailed Description of the Work to be performed:   

2.1   Task Description:

      The contractor shall supply 2 UHF SATCOM antennas (No: 305583-500) to Special Boat Team Twenty SEALION craft. The contractor shall also provide one technician for installation of the antennas stated above, along with supporting hardware to satisfy full test. The technician shall stay onsite until test is complete to both SBT-20 and Contractor's satisfaction.

2.2   Place of Performance:

Work shall be performed at Join Expeditionary Base Little Creek  Beach, Va.

•2.3     Contractor Furnished Material:

All required equipment for antenna installation and test.

3.0   Government Furnished Equipment (GFE):

None

3.1   Hazardous Material Use, Handling, or Disposal:

The Contractor shall comply with all Federal, State, and local (where the work is performed) laws regarding the use, handling, or disposal of hazardous materials (petroleum products, paints, coatings, etc.) required under this order.

4.0  Period of Performance:

The requested start date for this effort is at contract award for a period not to exceed 9 months.
