eFAST SIR Admendment 6 and OS7 submission application will be back online on Monday, 6/28/2021, 8am EST.

• This amendment is to revise the following sections of the SIR and attachments (in yellow highlights):
  • I, J (J-12, J-13, J-19), L.6
  • All other terms and conditions remain unchanged.
• The eFAST Open Season 7 proposal submission application is scheduled to be back online on Monday, 6/28/2021, 8am EST. Please refer to Section L.6 in the eFAST MOA SIR 2021 Amendment 6.

Information on eFAST Open Season 7 (OS 7)

The purpose of this announcement is to explain the issues surrounding the OS 7 KSN portal and the delay in proposal submissions.

The portal uses legacy software.  The volume of data that is being processed has overwhelmed the system to the point that it has become very difficult to use.  Lag times of 15-30 minutes have been encountered.  To provide you, our end users, a better customer experience, we are working to resolve the issues.  The resolution process will take time to analyze, develop, test and implement.  We ask your patience during this process.

Please also note that the system is down for ALL users.  There are no proposal submissions being received at this time.  We will post an announcement when we are closer to resolution and have more information to pass along.

The proposal submission period will resume on April 8, 2021 and end on May 3, 2021.

eFAST OS7 Proposal Submission Opens March 1, 2021, noon EST.

This amendment is to revise the SIR and provide answers to vendors’ questions.

The following sections of the SIR have been modified (in yellow highlights):

B.1, H.3, H.5, H.6.2, H.6.4, H.18, I.1, K.6, K.7, L.6, M.3.1, M.5

Due to the high volume of questions received, the Government is unable to answer all questions. However, most questions have been addressed in Amendments 1 to 3.

Attached is a list of questions and answers.

eFAST SIR Amendment 2

eFAST SIR Amendment 1

January 12, 2021

B.2, G.2.2, G.9, G.10.3, G.14, H.1, H.3, K.6, K.7, L.6, M.2, M.3, and M.5

All other terms and conditions remain unchanged.

December 17, 2020:

A final Market Survey intake will be held to allow those who missed the first two periods to register for Open Season 7. This is the final intake period. The survey will be live and functional by December 18, 2020 at the following url: https://script.google.com/macros/s/AKfycbypuzGz3YBw2yCPyWD0l6cGibQD77z2l3XjcA_XIqtj7lT2OaU/exec

The survey will close on January 6, 2021.  Interested parties must register at the above site to be eligible to participate in Open Season 7.

The eFAST Open Season 7 will be conducted and proposals received via software interface on the FAA SharePoint platform. Both current MOA holders and new vendors will use the same SharePoint software interface. Current MOA holders will be responding to modification instructions in order to modify their existing agreements while new vendors will respond to the SIR released on beta.sam.

Instructions to current MOA holders on how to submit proposed pricing and/or apply for new functional areas will be published as an eFAST announcement posted to SharePoint on or before Jan 10, 2021.

The Q&A process will be conducted via the same SharePoint software interface. On the date specified below, questions will be accepted online using the Q&A interface located at the URL: https://ksn2.faa.gov/contracts/efast/osseven/Pages/Home.aspx#/OSSeven-center.

Until the SharePoint software is deployed, questions are being received by email at [email protected] .

Complete and simple submittals will be processed faster than complex submittals. The ceiling prices of awardees will be incrementally published monthly for several months or until all submittals have been processed.

User names and logins will be required to access the SharePoint site. User names and login passwords will be issued to respondents to the eFAST OS 7 Market Surveys open spring and summer 2020.
