The Naval Air Systems Command (NAVAIR), in support of the United States Navy (USN) F/A-18 aircraft production and mission requirements intends to solicit an engineering change proposal from General Electric Company (CAGE 99207) of 1000 Western Avenue, Lynn, MA 01905-2655 for a replacement composite resin material system used in the fabrication of the F414-400 Inlet Device to mitigate raw material supply obsolescence.  The F414-GE-400 Inlet Device is part of the GE-produced F414-GE-400 Engine system.  
 

The effort is intended to be procured on a sole source basis to the current F414-GE-400 Engine original equipment manufacturer (OEM), General Electric Company, under NAICS 336412 (Aircraft Engine and Engine Parts Manufacturing) and PSC AD94 (R & D- Defense System; miscellaneous hard goods Engineering Development), pursuant to the authority of FAR 6.302-1 "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." As the sole designer, developer, and manufacturer of the F414 Engine, General Electric Company is the only known responsible source with the necessary technical data, knowledge, experience, and expertise to successfully qualify replacement material. Subcontracting inquiries shall be directed directly to General Electric Company. THIS SOURCES SOUGHT SYNOPSIS IS NOT A FORMAL REQUEST FOR COMPETITIVE PROPOSALS. However, for market research purposes, potentially capable parties may identify their interest and capability by responding in writing to this announcement via email, U.S. Mail, or facsimile to the Contract Specialist listed within no later than 15 days following the posted date of this synopsis. The Government will utilize the capability statements received as market research data to confirm the sole source acquisition intent or to reconsider a competitive procurement. A determination by the Government not to compete the intended requirement, based upon responses to this notice, is solely within the discretion of the Government.
