The Naval Air Warfare Center, Aircraft Division (NAWCAD) Contracts Department, Patuxent River, MD in support of NAVAIR 4.4, Propulsion and Power, intends to negotiate a delivery order under Basic Ordering Agreement FA8122-09-G-0001 on a sole source basis with General Electric, 1000 Western Ave, Lynn, MA 01902 for material and parts (540 Kits) to replace the F404 gray cable with a cable that has a new connector that has a non-decoupling design feature that prevents loosening in service. This upgrade will reduce aircraft mission aborts and in-flight engine shutdowns that result when the gray cable becomes loosened or detached resulting in an erroneous fluctuating or no engine oil pressure indication to the pilot. The Government intends to procure under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. General Electric is the Original Equipment Manufacturer (OEM) and the only contractor with the requisite knowledge and experience of the current F404 engine required for this effort. The estimated period of performance for this acquisition is 12 months. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement.
