The Food and Drug Administration intends to make a sole source award to Data Sciences International for two biopotential transmitter components for a DSI instruments currently in use at the Agency in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

The F40-EET telemetry transmitters are needed for mission critical in vivo toxicity testing to be used with a current DSI telemetry receiver system. The F40-EET transmitters have leads for two biopotential channels that can be used to record combinations of EEG, ECG, and EMG signals in rodents. The measurements recorded from these implants determine if there are changes in brain or heart activity in animals exposed to compounds that may have toxic or adverse effects. Only DSI components are compatible with the current DSI instrument. Additionally, non DSI components may damage the instrument and void the current warranty.

The period of performance will be for one year. The NAICS code for this action is 334516. This procurement is made under the authority of FAR 6.302- Only one responsible source and no other supplies or services will satisfy agency requirements.

This is a notice of intent to issue this solicitation on a sole source basis. This notice of intent is not a solicitation for competitive proposals. Any other firms desiring consideration must fully identify their interest and capability to provide this item, or submit a proposal within 7 days to the individual listed. A determination by the government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The projected award date is on or about March 11, 2016.
