This announcement constitutes public notice of intent to purchase an RFM 5000 Narrowband Modem. This requirement will be negotiated on an other than full and open competition basis in accordance with 10 USC 2304(c)(1), as implemented by FAR 13.106-1(b)(1) and FAR 6.302-1(b)(2). Interested persons may respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the government will consider all proposals received within three days after the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is published for informational purposes only. The proposed source, Monaco Enterprises, inc. is the manufacturer of the RFM 5000 Narrowband Modem. Monaco Enterprises's modem operates at a radio frequency of 163.4625 MHz which is what is needed to receive information from a Monaco Narrowband transmitter. This combined synopsis/solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-30. The applicable NAICS code for this requirement is 334290 and has a size standard of 750 employees. The Government does not intend to pay for any information received in response to this announcement. Each quotation shall state that proposed unit prices will remain in effect for at least 60 calendar days after date of proposal receipt.
