This is a presolicitation notice for engineering service support of the 309th Software Maintenance Group's F-22 program. The scope of this requirement is to provide engineering service support for the construction of an F-22 Raptor Integration Lab (RaIL) system. The contractor shall work in integrated teams with Government engineers and managers at Hill Air Force Base (HAFB), Utah. The contractor shall provide all necessary and required engineering data, technical specifications, technical (schematic) drawings, to include panel materials, and radiation absorbing materials to support the construction of an artificial horizon. The contractor shall provide personnel that are well versed on the specific data pertinent to the construction of an F-22 Raptor RaIL system. The contractor personnel shall serve in an advisory role to organic personnel at HAFB. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR6.302-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. ALL PROPOSALS RECEIVED PRIOR TO THE CLOSING DATE ON THE SOLICITATION WILL BE CONSIDERED BY THE GOVERNMENT. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT BASED UPON RESPONSES TO THIS NOTICE IS SOLEY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALY BE CONSIDERED SOLEY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. SPECIFICATION, PLANS, OR DRAWINGS RELATING TO THE PROCUREMENT ARE INCOMPLETE OR ARE NOT AVAILABLE AND CANNOT BE FURNISHED BY THE GOVERNMENT. THE GOVERNMENT DOES NOT OWN THE DATA OR RIGHTS TO THE DATA NEEDED TO PURCHASE THIS ITEM FROM ADDITIONAL SOURCES.
