WATER CANYON MASTICATION
The Bureau of Land Management (BLM), Nevada State Office is seeking contractor services to furnish all labor, equipment, supervision, transportation, supplies and materials to masticate pinyon pine and juniper from 710 acres (Units 1-3). There may be up to an additional 703 acres (Unit 4-6) indicated as option years that may be awarded subject to available funding in subsequent years. The service requested is the mastication or grinding of whole tree biomass. All pinyon pine and juniper (regardless of size) will be removed while leaving and not damaging any other species including mountain mahogany and cliffrose. The purpose of the project is to improve the overall health of targeted vegetation communities, reduce fuel loading, and improve wildlife habitat and other watershed values. The Solicitation will include contract documents with details of the project when it is released.
The treatment units are located in White Pine in Nevada. Service Contract Act (SCA) Wage Rate Requirements are applicable to this project and the appropriate SCA Wage Decision(s) will be included in the solicitation.
The BLM will issue a Total Small Business Set-Aside competitive solicitation on/about December 29, 2022. The BLM anticipates issuing a single firm fixed price award from this solicitation.
The competitive solicitation, 140L3923R0002, will be in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 115310, Support Activities for Forestry, Fuels Management Services and the size standard is $30.0M (per the SBA¿s Table of Small Business Size Standards).
A Request for Proposal (RFP) solicitation package will be available electronically on or about Thursday December 29, 2022, at the SAM website located at www.sam.gov. Proposals will be due no later than Thursday January 19, 2023. Potential offerors are responsible for monitoring www.sam.gov for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must be registered, and currently active, and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov.
Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s).
