This Request For Proposal (RFP) is seeking proposals under stewardship contracting authority vested through Public Law 108-7, Sec 323. Timber receipts will be used toward services which aid the goals and objectives described in the stewardship authority. Bonds are not required: Stewardship receipt and timber value offsets will be used. The type of work required by this solicitation includes primarily services, with a minor amount of timber sales value, and mechanical mastication. Mechanical work portion of the RFP is between $0 - $25,000. The majority of the work includes; 1) commercial thinning, 2) POL thinning, 3) Non-commercial thinning, 4) Mechanical Mastication of activity fuels, 5) stewardship timber sales. These stewardship activities will take place at Warren Gulch Stewardship Project Area located approximately 8-14 miles west and northwest of Custer South Dakota. The stewardship area encompasses approximately 668 acres. Some temporary road construction and/or maintenance will be required in order to complete the service work and timber removal. The NAICS is 115310 and the small business size standard is $16.5 million. The solicitation will be made "Full and Open" to competition. Any eligible, responsible business may submit a quote which shall be considered by the agency. The forest service anticipates award of a firm-fixed price contract utilizing best value techniques under commercial terms and conditions and stewardship authority. The period of performance for all work to be completed will be approximately 3 years from the award date.
