The Bureau of Reclamation has a requirement for transplanting 12 elderberry shrubs, Sambucus Mexicana. The elderberry plants shall be transplanted from the Central California Area Office (CCAO) to a U. S. Fish and Wildlife Service (Service) approved mitigation bank. The requirements stated herein have been taken from the latest version of the U. S. Fish and Wildlife Services Conservation Guidelines for the Valley Elderberry Longhorn Beetle (VELB), dated July 9, 1999. The Contractor must establish that it has staff, to include a biologist, experienced and qualified in valley elderberry transplant work activities. The Contractor must also provide the appropriate documentation to establish that the Mitigation Bank has been fully certified by the Service for elderberry mitigation. The contractor shall also demonstrate that the requisite number of mitigation credits is available to fully mitigate for the Governments elderberry mitigation requirements.
The Contractor must demonstrate past experience successfully transplanting elderberries in the Sacramento County area for the Government. The Contractor shall also establish that the 12 elderberry shrubs can be transplanted within a two week time period.

The date for receipt of quotations will be approximately the close of business on January 26, 2009. The RFQ must be downloaded at the above website; no paper copy of this RFQ will be distributed. Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award.
