The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Region, Gloucester, MA is issuing an intent to negotiate a sole source procurement with Virginia Aquarium & Marine Science Center Foundation, Inc., located in Virginia Beach, VA, to conduct thorough necropsies on fresh dead sea turtles found on Virginia Beaches. This organization serves as the sole NMFS authorized Sea Turtle Stranding and Salvage Network (STSSN) center for strandings on the southeastern Virginia Coast, up to the James River and the Virginia Eastern Shore. Additionally, no other institution has the data resources to undertake this work. The statutory authority for other than full and open competition is 41 USC 253 (C)(1), Only One Responsible Source.

The planned period of performance for the base year shall be from April 15, 2008 through February 15, 2009. There will be four separately priced option years.
Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by 1:00 P.M. EST April 9, 2008. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
