SAGE GROUSE HABITAT LOP & SCATTER
The Bureau of Land Management (BLM), Nevada State Office is seeking contractor services to furnish all labor, equipment, supervision, transportation, supplies and materials to lop and scatter 4,084 acres of pinyon and/or juniper trees in two treatment units. This project will be conducted in two phases. The first phase will be the lop and scatter of all trees within the treatment units. The second phase will consist of quality control cutting to ensure all living stems are completely severed. Trees to be cut are pinyon and juniper trees that are regenerating and/or remaining within previously treated habitat improvement projects. The Solicitation will include contract documents with details of the project when it is released.
The treatment units are located in Lincoln County in Nevada. Service Contract Act (SCA) Wage Rate Requirements are applicable to this project and the appropriate SCA Wage Decision(s) will be included in the solicitation.
The BLM will issue a Total Small Business Set-Aside competitive solicitation on/about March 1, 2023. The BLM anticipates issuing a single firm fixed price award from this solicitation.
The competitive solicitation, 140L3923R0006, will be in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 115310, Support Activities for Forestry, Fuels Management Services and the size standard is $30.0M (per the SBA¿s Table of Small Business Size Standards).
A Request for Proposal (RFP) solicitation package will be available electronically on or about Wednesday March 1, 2023, at the SAM website located at www.sam.gov. Proposals will be due no later than Friday March 31, 2023. Potential offerors are responsible for monitoring www.sam.gov for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must be registered, and currently active, and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov.
Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s).
