Road Maintenance Consisting of Blading: The Okanogan-Wenatchee National Forests requires road blading maintenance services on the Naches and Cle Elum Ranger Districts located in Yakima and Kittitas Counties, Washington. The Contractor shall furnish all labor, equipment, supervision, tools, transportation, operating supplies, and any incidentals necessary to perform the work in accordance with the specification and provisions of the contract. The contract will be a 3 year Indefinite Delivery Indefinite Quantity contract. Work will be assigned by the placement of Task Orders issued against the basic contract. The physical work period will be identified in individual Task Orders. This project will be advertised as a written proposal. Estimated issue date of the solicitation is on or about March 27, 2006. Proposals will be due on or about April 25, 2006. SET--ASIDE: This acquisition is subject to a Cascading Set-Aside and evaluation procedures. All potential offerors may submit a proposal for this acquisition. However, set-aside procedures will be used in evaluating offers for an award. Evaluation for award will be conducted in the following set-aside order: 1) Service-Disabled Verteran-Owned Small Business 2) Historically Underutilized Business Zones (HUBZone) Concerns. 3) Small Business Concerns 4) all other offers. In the event two (2) competitive offerors are not received from eligible Service-Disabled Verteran-Owned Small Business or (HUBZone) concerns, or if one offer is received from a Service-Disabled Verteran-Owned Small Business or (HUBZone) Concern and cannot be awarded at a fair market price, the Contracting Officer may evaluate offers received from all other Small Business Concerns and other offers.
