(a) Description: This solicitation and any resultant contract is a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a commercial item acquisition that has been tailored to fit the Government method of trading goods for services. Work includes skidding and yarding of live and dead trees and piling of resultant slash. Sawlog size trees >8.0 inches DBH will be removed from the sale area and paid for at contract rates. POL trees 4.0-7.9 inches DBH will be cut, yarded and decked at approved landings. Contractor may opt to pay for and remove POL material at contract rates. The stewardship area encompasses approximately 86 acres. The NAICS is 115310 and the small business size standard is $16.5 million. The solicitation will be made Full and Open to competition. Any eligible, responsible business may submit a quote which shall be considered by the agency. The forest service anticipates award of a firm-fixed price contract utilizing best value techniques under commercial terms and conditions and stewardship authority. The period of performance for all work to be completed will be approximately 2 years from the award date. (b) Resulting Contract. The resultant contract will be a firm-fixed-price contract, including services and timber removal activities. (c) Project Location. This project is located on the Pike San Isabel National Forest, administered by the Salida Ranger District and the project is located at the Trout Creek Pass Area in Park/Chaffee Counties, Colorado. At the top of Trout Creek Pass turn right onto County Road 318 and travel approximately 100 yards and turn right onto Forest Road 329. Follow FR 329 approximately 0.5 miles and enter Unit 3. Units 3A & 3B are another 0.5 miles farther along Forest Road 329. (d) The site visit and pre-proposal meeting will be noted in the solicitation. (e) The solicitation will be posted within a few days. The closing date for receipt of proposals/offers will be designated in the solicitation.
