Pre-solicitation Notice - NAIC code 562910 for procurement of environmental remediation services at the Ogallala Groundwater Site - OU2 in Ogallala, NE. OU2 is also referred to as the "east-PCE" plume. This site consists of an aquifer contaminated with industrial chemicals, primarily chlorinated volatile organics. Depth to groundwater at the site ranges from 9 to 17 fee below ground surface (bgs). The objective of this contract is to attain the maximum contaminanat level (MCL) for PCE which is 5 ug/l. The selected remedy for this site is in-situ chemical oxidation. This contract will provide for quarterly chemical injections at numerous sites along the plume until MCL is attained. The contractor shall be required to comply with all applicable federal, state and local laws and regulations. Remediation shall be conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and National Contingency Plan (NCP) requirements. EPA anticipates issuing a fixed price performance based contract with option years for this requirement. Estimated dollar value for this contract is $900,000.00 if option years are exercised.
