The purpose of this announcement is to provide notice that the U.S. Fish and Wildlife Service, Region 2, intends to make a firm-fixed price, sole source award to The Conservation Breeding Specialist Group (CBSG), a non-profit organization that conducts population viability analyses (PVA) and population habitat viability analyses (PHVA) for endangered species (PHVA) for endangered species worldwide. This acquisition consists of CBSG conducting PVA which is a collection of methods for evaluating the threats faced by populations of species, their risks of extinction or decline, and their chances for recovery, based on species-specific data and models. CBSG will also conduct PHVA which uses PVA methodologies as only a single component of a much larger interactive, participatory workshop environment explicitly designed to broaden stakeholder involvement and enhance information sharing across disparate scientific and social domains. CBSG is the only group known to conduct PVHA, which is critical to meeting the U.S. Fish and Wildlife Services' needs for the Rio Grande Silvery Minnow listed as federally endangered in 1994. This announcement is published as a Sole Source in accordance with FAR 6.302-1. This is NOT a request for competitive quotes.
