The 45th Space Wing Contracting Squadron at Patrick AFB, Florida intends to acquire services using FAR 12, and the Simplified Acquisition Procedures set forth in FAR Part 13. This Request For Proposal (RFP) FA2521-04-T-0322 is for a commercial firm-fixed price (non-personal service) contract. The supplies and services include, but are not limited to: purchase the services of Dr. Llewellyn M. Ehrhart of the University of Central Florida to comply with the Biological opinion issued by the United States Fish Wildlife Service. To perform Sea Turtle activity in the Trident Submarine Basin at Cape Canaveral Air Force Station (CCAFS) Florida, for a one year period. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-3(a)(2)(ii)-Industrial; Engineering, Development, or Research Capability; or Expert Services. Full and open competition need to be provided for when it is necessary to award the contract to a particular source or sources in order—To establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center.
