The 45th Space Wing Contracting Squadron, CCAFS, Patrick AFB, Florida intends to acquire services using the Simplified Acquisition Procedures set forth in FAR Part 13. This Request for Quote (RFQ) FA2521-05-T-0185 is for a commercial firm-fixed price (non-personal service) contract. The supplies and services include, but are not limited to: purchase the services of Dr. Llewellyn M. Ehrhart of the University of Central Florida to comply with the Section7.(a)(1) of the Endangered Species Act, and to adhere to the recovery plan for the U.S. population of the Atlantic Green Turtle. Activities include monitoring juvenile Green sea turtles in the Trident Submarine Basin at Cape Canaveral Air Force Station (CCAFS), Florida for a one year period. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-3(a)(2)(ii) – Industrial; Engineering, Development or Research Capability; or Expert Services. Full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order—To establish or maintain an essential engineering, research or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center.
